Transfer Vehicle Ownership Dubai

To vehicle ownership transfer in the UAE, the seller clears all traffic fines and any loan, the car passes a technical inspection if it is older than 3 years, the car buyer gets insurance in their own name, and the transfer is completed through the RTA in Dubai or TAMM in Abu Dhabi, online or at a service centre. The buyer usually pays the transfer fee, which is around AED 350 for a light vehicle, plus small extra fees.

This 2026 guide explains the documents, steps and fees for car ownership transfer in Dubai and Abu Dhabi, how online transfers work, and what to do for financed cars, company cars and cars moving between emirates.

Before you start: what must be cleared

Most transfer problems come from things that should have been sorted first. Before you start, make sure:

  • All traffic fines are paid. The transfer can't go through with fines on the car.
  • Any loan is settled and the bank has issued a clearance letter (mortgage release).
  • The registration is valid. An expired Mulkiya must be renewed first.
  • The technical inspection is passed, if the car is older than 3 years.
  • The buyer has insurance in their own name for the car.

Car ownership transfer in Dubai

In Dubai, the transfer is handled by the RTA. You can complete it at an RTA customer happiness centre or approved centre, and some transfers can be started through RTA's digital services. In most in-person transfers, both the buyer and seller need to be present.

  1. Seller clears fines and any loan.
  2. Car passes the technical inspection at an approved centre such as Tasjeel or Shamil, if older than 3 years.
  3. Buyer arranges insurance linked to the car.
  4. Both parties submit their documents and the fees are paid.
  5. The car is registered in the buyer's name and a new Mulkiya is issued.

Vehicle ownership transfer in Abu Dhabi

In Abu Dhabi, the transfer can be done online through the TAMM app or website using UAE Pass, or in person at an Abu Dhabi Police customer service centre. The online process is simple:

  1. The seller starts the "Transfer Vehicle Ownership" request on TAMM and enters the buyer's details.
  2. The buyer approves the request and pays the fees.
  3. Once approved, both receive confirmation and the buyer gets a digital Mulkiya. A printed card can be collected or delivered.

Technical inspections in Abu Dhabi are done at approved centres such as ADNOC vehicle inspection centres. Once fines and any mortgage are cleared, the online transfer itself usually takes under an hour.

Transfer car ownership online

Online transfers save a trip to a service centre, but they only work when everything is ready. Both parties normally need UAE Pass, the fines must be paid, any mortgage released, the inspection passed and the buyer's insurance active. If any of these is missing, the request will be rejected or delayed.

Even with an online transfer, only hand over the car and keys once the transfer is confirmed and you have received the full payment.

These are typical figures from 2026 market guides. Who pays what can be agreed between the buyer and seller, so settle it before the transfer. Fees can change, so check the current amounts with the RTA or TAMM.

Transfer car between emirates

If the car is registered in one emirate and the buyer will register it in another, the process has an extra step. The car's current emirate issues a vehicle transfer certificate, which moves the car's file. The buyer then registers the car in their emirate with the certificate, an inspection if needed, local insurance and their documents.

  • Abu Dhabi to Dubai: the file is transferred through TAMM or the Ministry of Interior services, then registered with the RTA in Dubai.
  • Dubai or Sharjah to Abu Dhabi: the vehicle transfer certificate is issued by the current emirate, then the car is registered through TAMM.
  • Timing: the certificate is time-limited, so plan the inspection and insurance in advance.

Once the car is deregistered in one emirate, it can't be driven until it is registered in the next, so some owners use a recovery truck to move it.

Special cases

Financed car

The loan must be settled and the bank must issue a clearance letter before the transfer. This can take a few working days, so start early. Some buyers can help settle the loan as part of the sale.

Company car

The authorised signatory handles the transfer with the trade licence, an NOC or authorisation letter and the company stamp. An expired trade licence can stop the transfer.

Leaving the UAE

Start well before your flight. You need to clear fines, settle any loan and complete the transfer, or arrange an export certificate if you are shipping the car.

Owner can't attend

A notarised power of attorney allows someone else to complete the transfer on the owner's behalf.

After the transfer: steps for the seller

  • Cancel your insurance and ask for a refund of the unused period.
  • Remove the car from your Salik account in Dubai or your Darb account in Abu Dhabi.
  • Cancel any linked parking permits.
  • Keep the transfer confirmation as proof of the date.
  • Check a few days later that no new fines appear in your name.

Common transfer mistakes

  • Leaving fines or the bank clearance until the transfer day
  • Booking the inspection too early, so the certificate expires
  • Handing over the car before the transfer and payment are complete
  • Forgetting UAE Pass for an online transfer
  • Cancelling insurance before the transfer is done

Car ownership transfer 2026: what's changed

The biggest change in recent years is the move to digital services. More transfers can now be started or completed online, especially in Abu Dhabi through TAMM, and digital Mulkiya cards are increasingly common. The basic rules stay the same: fines cleared, loan released, inspection passed where needed, buyer insured, and both parties agreeing to the transfer.
