Can you sell a car without insurance in the UAE? What to do if your insurance or Mulkiya has expired, who insures the car at transfer, and how to sell it
Car Buying Zone5 min read
Written byCar Buying ZoneYou can agree to sell a car without insurance in the UAE, but you can't complete the ownership transfer while the car's registration is expired, and you can't legally drive it to a buyer, an inspection centre or a transfer centre without valid insurance. In most cases, the practical answer is to renew the insurance and registration first, or sell to a buyer who can handle the situation with you.
This guide explains how car insurance works when selling a car in Dubai and Abu Dhabi, what to do if your insurance or Mulkiya has expired, who insures the car at transfer, and how to get a refund on your old policy.
How car insurance works when selling a car in the UAE
Car insurance in the UAE is linked to the vehicle registration. Every registered car must have at least third-party insurance, and you need valid insurance to renew the registration each year. When a car is sold, the insurance doesn't move to the new owner with the car. The buyer takes out their own policy, and the seller cancels theirs after the transfer.
| Who | What they need | When |
| Seller | Valid registration (Mulkiya), which needs valid insurance to renew | Before the transfer |
| Buyer | Their own insurance policy, linked to the car's chassis number or plate | Before the transfer is processed |
| Seller | Cancel the old policy and claim any refund | After the transfer |
Can you sell a car with expired insurance in the UAE?
You can find a buyer and agree on a price, but the sale usually can't be completed until the problem is fixed. The main issue is not the insurance itself but what it blocks: an expired insurance policy normally means the registration is expired or soon will be, and an expired Mulkiya stops the ownership transfer.
There is also a practical problem. Driving without valid insurance is a traffic offence in the UAE, which can lead to a fine, black points and the car being impounded. So you can't simply drive an uninsured car to a viewing, an inspection centre or the buyer.
What if your Mulkiya has expired?
An expired Mulkiya has to be renewed before the car can be transferred to a new owner. To renew it, you will normally need:
- Valid insurance for the car
- A passed technical inspection, if the car is older than 3 years
- All traffic fines paid, including any fines for the expired registration
Once the registration is renewed, the car can be sold and transferred like any other car. In Dubai, renewal and transfer go through the RTA. In Abu Dhabi, they go through TAMM and the approved service centres.
How to sell a car with expired insurance: step by step
- Buy a short-term or new policy. Many insurers sell third-party insurance, which is the minimum the law requires and is the cheapest option if you are selling soon. Ask the insurer about the shortest term that allows registration renewal.
- Renew the registration. Pass the technical inspection if the car is older than 3 years, then renew the Mulkiya.
- Pay your traffic fines. The transfer can't go through with fines on the car.
- Agree the sale and payment. Only move to the transfer once the full payment is confirmed in your account.
- Complete the ownership transfer. The buyer brings their own insurance in their name.
- Cancel your policy. Send your insurer proof of the sale and ask for a refund of the unused period.
- If the car isn't roadworthy enough to pass inspection, or you don't want to spend money on it, talk to a car buying company before you pay for repairs. They may be able to suggest a simpler route.
Buyer insurance for ownership transfer
The buyer must have their own insurance policy before the transfer can be processed. The policy has to be active and linked to the car's chassis number or plate, so the RTA or TAMM system can register the car in the buyer's name. Third-party insurance is the legal minimum, and comprehensive insurance is common for newer cars.
Your insurance policy doesn't transfer to the buyer. Even if your policy has months left, the buyer still needs their own. This is why many buyers arrange insurance online on the day of the transfer, once they have the car's details.
Can you transfer your insurance to the new owner?
In most cases, no. UAE car insurance policies are issued to the owner, not just the car. When ownership changes, the old policy is cancelled and the new owner buys their own. Some insurers allow a policy to move to the seller's next car instead, so ask your insurer before you cancel.
Cancel car insurance after selling
Cancel your car insurance only after the transfer is complete and the car is no longer in your name. If you cancel too early and something happens to the car before the transfer, you may not be covered.
To cancel, send your insurer the new registration details or proof of transfer, plus the sale agreement if they ask for it. Most insurers give a pro-rata refund of the unused premium, minus a cancellation charge. Market guides put that charge at roughly AED 100 to 300, but it depends on your insurer and policy terms.
Also remove the car from your Salik account, so you are not charged for the new owner's trips.
Car insurance when selling a car: a quick checklist
Use this checklist so insurance doesn't hold up your sale. It applies whether you sell to a private buyer or a company.
- Check the expiry date on your policy and your Mulkiya.
- If either expires within the next month, renew it before you start viewings.
- Book the technical inspection at Tasjeel, Shamil or another approved centre if the car is older than 3 years.
On the day of the transfer
- Confirm the full payment is in your account.
- Make sure the buyer has activated their own policy for the car.
- Keep a copy of the sale agreement and the transfer receipt.
After the transfer
- Ask your insurer to cancel the policy and process a pro-rata refund.
- Remove the car from your Salik account.
- Check that no new fines appear in your name.
Following these steps means you never have to sell a car without insurance in a rush, and you keep the money you already paid for cover you no longer need.
Common situations and what to do
| Situation | What to do |
| Insurance expired, registration still valid | Renew insurance before driving the car anywhere, then sell normally |
| Insurance and registration both expired | Buy insurance, pass inspection if needed, pay fines, renew registration, then transfer |
| Car not roadworthy | Ask a car-buying company before spending on repairs |
| Leaving the UAE soon | Start early: renewing, selling and cancelling takes time |
| Car financed | Get the bank clearance letter as well; the bank may also need proof of insurance |
Mistakes to avoid
- Driving an uninsured car to a buyer or inspection centre. It is illegal and can get the car impounded.
- Cancelling your insurance before the transfer. Any accident before the transfer could be your problem.
- Assuming your policy moves to the buyer. It doesn't, and the transfer can't be processed without the buyer's own policy.
- Forgetting the refund. Many sellers never claim the unused premium.
- Handing over the car before payment is confirmed. Insurance problems don't change the basic safety rule.
Selling to a car-buying company
Dealing with expired insurance, an expired Mulkiya, fines and inspection before a private buyer will even look at the car can take days. A car-buying company deals with these situations regularly and can tell you what is needed for your car before you spend money. It is often the quicker route for older cars, cars with problems, or sellers who are short on time.
